Can someone explain to me the steps for including new package in Weka API using the package manager. I am able to install new packages to Weka using the GUI. I am confused how to do so in the API. How do I get the .jar file, which will support the newly added package? I want the weka.jar file to support libsvm.

That because the usage of NuGet for css/javascript libraries is discouraged. You should use the npm (Node Package Manager) to add the JavaScript libraries instead of using NuGet. The newer project file formats, PackageReferences, only supports files that are in a contentFiles directory inside the NuGet package.
To use the package Bootstrap to the .net core project, you need to select your ASP.NET Core Web Application and add a new file to the project root. While in the template manager (Add->New Item...), search for "npm Configuration file":
Then edit the file and add your dependency, i.e.
package.json (npm) or bower.json:
"dependencies": {
"Bootstrap": "4.1.3"
}
Note: Once you save, the file will be downloaded in a directory named "node_modules`. This alone won't be enough, as the required files need to be copied over to wwwroot folder, where they can be accessed when the application runs.

Content in the NuGet file that gets put into your project is only supported with packages.config, which is not supported in .NET Core. PackageReferences do not support getting content from the package.
I'm not 100% sure, but I think the ASP.NET team's recommendation is to use the preferred distribution method of the content you want to use. I haven't kept up with web development trends, but a few years ago web content like bootstrap were distributed with npm, so that's my recommendation for you. Creating a new Angular JS app with Microsoft's new web app template includes a npm package.json, so I think using npm is a safe bet.
We are currently using spark 2.1 with hadoop 2.7.3 and I know and can't believe that spark still requires aws-java-sdk version 1.7.4. We are using a maven project and I was wondering if there is any way to setup libraries or my environment to be able to use spark 2.1 along with other applications that use the latest aws-java-sdk? I guess it's the same thing as asking if it's possible to setup a workflow that uses different versions of the aws-java-sdk and then when I want to run the jar on a cluster I could just point to the latest aws-java-sdk. I know I could obviously maintain to separate projects one for spark and one for pure sdk work but I'd like to just have them in the same project.

You can try to use the Maven Shade Plugin when you create your JAR, then ensure the user classpath is before the Hadoop classpath (spark.executor.userClassPathFirst). This will ensure you're loading all dependencies included by Maven, not what's provided by Spark

which tells how to create an anti .zip package but it requires a .zip package and the related xml file.How do I get a .zip package from Sitecore courier? Or is there a better way to achieve this?
Please note that the blog post are talking about a package created by the Sitecore Package Designer, which generates a .zip file. This is probably what you are looking for.
The .update package file you are referring to might be generated by Team Development for Sitecore(?) or is a Sitecore update?
An .update package is actually a zip archive, so you can just rename the file from .update to .zip and you will see it as a zip archive.
I have installed Weka 3.6.10 on Windows 7. When I start up the GUI version and go to Tools, the options are: ArffViewer, SQLViewer and Bayes net Editor. There is no package manager.
Package Manager introduced in 3.7.2. Therefore it is normal that you can not find it in 3.6.X

If you built everything successfully go into product/apimgt//modules/distribution/product/target in platform. then you will find the binary distribution as a zip file you can extract this to a place of your choice and run the wso2server.sh( linux) or wso2server.bat( windows) in the bin folder.
