As per the documentation,
Set the logging parameters for a bucket and to specify permissions for who can view and modify the logging parameters.
My understanding is that this API helps in capturing operations on an S3 bucket in an S3 location. I have the following questions: -
What are "logging parameters" here?
What kind of operations are captured?
When I ran this command on a bucket, it took some time for the s3 location to be visible in the UI. What exactly happens in the background? Does AWS store logs on each S3 bucket somewhere and this command brings those logs, since the API call is made, to the specified S3 location?
Thanks.

I wish to trigger an AWS lambda function I upload a file to a specific folder in S3. There are multiple folders in the s3 bucket now. Is this possible and how do i do so?
Yes, you can Configure Amazon S3 event notifications, filtering on object key prefixes (and/or suffixes).
See Configuring notifications with object key name filtering. A prefix could be dogs/, for example. That way, all uploads to a key beginning with dogs/, e.g. dogs/alsatian.png would notify.
Note that you probably don't actually have any folders in your S3 bucket, just objects, unless you created them using the AWS Console. There really aren't any folders in S3.
I created the S3 bucket first. With the necessary permission. And enabled notification to lambda function on all object:put.
I then created a Cost and Usage report and selected the above S3 bucket as the storage. Permissions look correct, as it could create/update the test file with the name "aws-programmatic-access-test-object"
Its been few days now, and CUR say it has been generating reports. But I cannot see the files in the S3 bucket.
Interestingly my lambda function is being invoked with notifications about object:put.
But the files are nowhere to be found.
Can someone help understand what might be happening please ?
I'm looking for a way to log when data is copied from my S3 bucket. Most importantly, which file(s) were copied and when. If I had my way, I'd like by who and where but I don't want to get ahead of myself.
A couple of options:
Server Access Logging provides detailed records for the requests that are made to an S3 bucket
AWS CloudTrail captures a subset of API calls for Amazon S3 as events, including calls from the Amazon S3 console and from code calls to the Amazon S3 APIs
I want to automate the whole process, whenever a new image or video file comes into my s3 bucket I want to move those files to akamai netstorage using lambda and python boto or whatever best possible way.
You can execute a lambda based on s3 notifications (including file creation or deletion).
See aws walkthrough: https://docs.aws.amazon.com/lambda/latest/dg/with-s3.html
Indeed, the lambda function can be automatically executed as your file is dropped into the s3 bucket - there is a boto3 template and a trigger configurable at the lambda creation. You can further access the content from s3 bucket and propagate it to Akamai Netstorage, using this API: https://pypi.org/project/anesto/
I am not able to upload Logs in Cloudwatch to S3 bucket through Amazon Console. As it is showing the following error message. Can any one please help me.
"One or more of the specified parameters are invalid e.g. Time Range etc"
Probably you are using an S3 bucket with encryption. This error is shown when the export task to S3 fails due to the fact that CloudWatch Logs export task doesn't support encryption on server side yet.
(I reproduced this).
In my case, it was wrong access permissions configured on the bucket policy. It works with AES-256 encryption enabled in my test run.
