I have worked on power bi last year and I remember adding dataset and reports to a workspace, and then selecting the reports and publishing an app for audience.
I am told that this process has changed recently in power bi, what is the new process and capability?

1.Power BI report builder is for paginated reports .

I find it outdated compared to Power BI desktop. Also it is hard to find videos /tutorials if you are new. Moreover if you are going to use large datasets, you will realise that it is slow.

I am using Sharepoint List and OData Feed for my Power BI reports using import. What I want to accomplish is that my power bi desktop to get updated data and publish to power bi service even if I'm not around. Is it possible? I have a colleague who can refresh it for me but the logic is that he'll be creating a new power bi project service (I think).
You cannot schedule a report to refresh in Power BI Desktop, you have to do it via a manual process.
You will need to publish the report to the Power BI Service, you can then set a refresh schedule there and the report will refresh automatically from your data source. You will not have to recreate the report or upload it again one it is there.
First publish your Power BI desktop to Power BI Services, which will enable auto refresh.
Power BI has direct connectors for SharePoint so you can set schedule auto refresh. And for connecting SharePoint OnPrem you can use Data connectors.
I am using the free version of Power BI Desktop (I am new, this is the first time I use it). I have a dashboard which has many tabs. I have configured SQL Server Database to be the source of the data displayed.
SQL Server Database tables are being updated every 15 minutes by a job in SQL, but in order to reflect these changes in my dashboard I manually need to click on "Update" button at the top bar in Power BI in order to display the new refreshed data into the dashboard. I have been trying to find an option in Power BI to configure the update process to be automatic but without success.

No, not in Power BI Desktop. You need to publish your report to schedule refreshes.
Hi I have an excel which is saved in one drive for business. I update the file on daily basis with the agent name, date and no of clients handled. I have created a report with power bi file in desktop version and published it in power bi online and then created link by publish to web option. Now this link is not updated with recent data.

Creating the report in Power BI Desktop is the correct first step. But if you are using Publish to Web functionality, you are publicly sharing your data in an insecure manner. Do you actually mean Publish To Web, or do you just mean that you published your report to PowerBI.com?

You need to set a scheduled refresh so the Power BI model will contain the latest version of the data from your Excel file. You can also manually refresh your dataset, but if you want to make sure it has the latest data every day, scheduled refresh is the way to go. Locate your dataset in PowerBI.com. There will be a scheduled refresh option. On the settings page, enter your credentials, then under scheduled refresh turn on the Keep your data up to date toggle. Choose a frequency and time.

I have developed several reports in power bi desktop and published them to PowerBi.com. These reports are refreshed on daily basis manually. Is there any way that I can refresh the power bi desktop file i.e. .pibx file programmatically or can schedule it ?
I would install and configure the Power BI Gateway - Personal for this. It supports scheduled refresh (up to 8 times per day). It requires a Power BI Pro license.
