I have a public s3 bucket, when I try to download objects from s3 bucket(amazon console) it is throwing error below

Does anyone have an idea why it is throwing an error?
The Amazon S3 block public access settings can override the permissions for public access. Hence you should check those if you have anything which might impact your access.

Is there a way to display the Doc.html file with the url "bucket1example.s3.amazonaws.com"?
Is possible when i visit bucket1example.s3.amazonaws.com automatically redirect to "doc.html"?
You have to enable static website hosting for the bucket and configure an index document

I have hosted a meteor-angular application using S3 in AWS EC2.
Now when I run the Application I am receiving this error message below.

I have search a lot for a suitable answer and also to understand that might be the issue.
When I run aws s3 ls in the terminal I am able to see all the S3 buckets and also in the IAM Role I have added the AmazonS3FullAccess Permissions policies. But still, the issue remains.
When I go to my bucket permissions it says that "objects can be public" and the public access is not blocked.

On your s3 bucket, check the security rules and check if they are available to the public. It looks like you're trying to access it on the web browser if so you'll need to make it public.
I believe you can do this either to the entire bucket or each object the concept should be the same for each.
Go to your bucket and select the object using the checkbox.
Click on actions and select make public.

I have the following policies that might be relevant are attached to IAM user
AWSS3FullAccess
AWSKeyManagementServicePowerUser
Server side encryption is enabled on the bucket Server side encryption: AWS-KMS
I'm not in the list of aws accounts with access to the bucket, when we tried to add using my canonical userid which is also my email address, we get The e-mail address you provided does not match any account on record.
The same setting prevails in some other buckets as well, except they are not Server side encrypted, which I can access with no problem.

I guess you want to enable access to the s3 objects for public.
You can either add bucket policy for public access through aws console, which will enable public access to all files in the bucket check this link or set permission for each file that needs to be publicly accessible through aws console. When you click on the file you will see properties tab on the right side where you can set read access for everyone in permission setting.

I am able to download this same ism file, using an url; http://mybucket.s3.amazonaws.com/videos/video_1/BigBuckBunny.ism. Then why only an issue with the manifest file which I will be accessing from my application?

Amazon S3 does not know how to handle ism files, that's why /manifest doesn't work. What you need to do is configure your distribution with smooth streaming enabled, like the link you provided, and replace the s3 URL with cloudfront.
