I would like sum in a lookupvalue. Is that possible or is there another command(s) that I need to look at to achieve my desired outcome?
I have a budget table with a field and would like to scan a transaction table with the same field name. How do I sum all the transactions and put the total into the budget table?
I am wanting to sum the transactions to the corresponding field(s) in the Budget Table.

From my understanding, you want to sum the _amt value from the Transaction Table into the Budget Table in Power BI using Dax. In the Budget Table, what you can do is the following:
Sum_amt_2018 = CALCULATE(SUM('Transaction Table'[_amt]),FILTER('Transaction Table', 'Transaction Table'[_link] = 'Budget Table'[_link]))

I have two tables which have counts and sales based on dates and one of them also have customer ID. The counts are not same when we see by customer and summary. I also have customer filter on my dashboard. What I want to achieve is if no customer is selected the count should come from summary table otherwise it should come from customer if multiple or one is selected in the filter.

Any hints, I have tried lookupvalue function but I cant put date as search value from date table.
It's much easier to use Measures, instead of creating calculated tables to obtain those metrics. Also, summarized tables would not have the same filter context your are looking for.
Measure 1

I have a requirement where i have to summarise the sales data by department and then create a calculated column to show the percentage of how much each department had contributed towards total sales.
Here % should be the calculated column in Direct Query Mode

I am fairly new to PowerBI DAX and I want to filter out the top 20 product ids in a measure.
I came up with this formula but it does not seem to be working and I was hoping to get some help here.

I would suggest an easier approach adding a dimension column.
First of all, you need to have Product dimension table separated from Sales fact table. Make sure to create one-to-many relationship between Product and Sales with "Single" cross filter direction.
Then you can create a calculated column on Product table, which can be used to filter out top selling products.
Sales Rank = RANKX('Product', CALCULATE(SUM(Sales[SalesAmount])))
Now drag and drop Sales Rank field into the Filters pane of your visualization, and set the filter condition so that top selling products will not be shown.
I need help in calculating the cumulative frequencies row wise with minimum date and maximum date selection by users using sliders. How do I get average of values for unique ID into another table.
For eg. My Table 1 has multiple ID values. I have created another table for unique ID which I am planning to used to join other table.
I want a calculated column in table 2 which will give me average value of respective ID from table 1.

In stead of creating a new table with the averages per ID and then joining on that, you could also do it directly with a calculated column using the following DAX expression:
Average by ID = CALCULATE(AVERAGE('Table 1'[Values]),ALLEXCEPT('Table 1','Table 1'[ID]))
Not exactly what you asked for, but maybe it's useful anyway.

The quickest way I can think of doing this would be to use
SUMMARIZECOLUMNS
You can accomplish this by creating another table based on your initial fact table like so:
Table 2 =
SUMMARIZECOLUMNS ( 'Table 1'[ID], "Avg", AVERAGE ( 'Table 1'[Values] ) )
Once this table has been created, you can create a relationship.
This will work in either SSAS or in PowerBI directly.
