I want to connect my (OSX) laptop to a VPC in AWS but I couldn't find a way to do this since I don't have a static IP.
Azure has managed P2S VPN: https://learn.microsoft.com/en-us/azure/vpn-gateway/point-to-site-about. Is there something like this in AWS?
You can stand up a virtual device (such as a CheckPoint firewall) in the VPC on an EC2 instance that has point to site VPN functionality. There are a number of AMI’s and quick starts for this available. You would also need a VPN client running on your laptop.
As an alternative, you can set up a bastion server and whitelist your IP. You can create a shell script that gets your IP and makes an AWS CLI call to update the security group with that value if it doesn’t exist. Then, log into the bastion and you’re in the VPC.

It will require to have server cert, as well as client certificates or a link to managed AD for authentication.

I have an instance and s3 bucket in AWS (which I'm limiting to a range of IPs). I'm wanting to create a VPN and be able to authenticate myself while trying to log into that VPN to get to that instance.
To simplify, I'm trying to set up a dev environment for my site. I'm wanting to make sure I can limit access to that instance. I'm wanting to use a service to authenticate anybody wanting to get to that instance. Is there a way to do all of this in AWS?
Have you looked at AWS Client VPN:

This allows you to create a managed VPN server in your VPC which you can connect to using any OpenVPN client. You could then allow traffic from this vpn to your instance using security group rules.
Alternatively you can achieve the same effect using OpenVPN on an EC2 server, available from the marketplace:

Requires a bit more set up but works just fine, perfect if AWS Client VPN isn't available in your region yet.
Both these approaches ensure that your EC2 instance remains in a private subnet and is not accessible directly from the internet. Also, the OpenVPN client for mac works just fine.
Is it Possible to directly connect to AWS CLoud HSM directly through Local Machine for Development Purpose, Or do we need to compulsorily instantiate an EC2 to connect and work with CLoud HSM.
You can create a micro/small instance on public subnet of VPC, assign public ip (or elastic ip if you want), install a vpn (easy openvpn install: https://github.com/Nyr/openvpn-install), after you connect to vpn you can act like you are on same VPC with CloudHSM.
Note: make sure that your vpn client on your local machine is routing traffic to vpn, you can either configure that from client or push route from vpn server.
Your client must be in the VPC of the CloudHSM. So if you want to use your "local machine" I guess your laptop to the CloudHSM, you have to use AWS VPN or if you have on-premises server, use AWS Direct Connect.
I'm trying to create a realistic network setup for a multi-tiered web application. I've created a new VPC within AWS with 1 x public subnet & 2 x private subnet. I then created a Postgres instance within the private subnet and set it to not publicly accessible. This adds an extra layer of security around the database, but how do I then access the database from my local IP?

But I still have no way of connecting to it? Do I need to create a VPN and connect to my VPC via the VPN and then connect to the DB instance? Within the proposed architecture, how do you connect to the DB?
What I'm trying to achieve is an architecture which will allow me to create Lambda functions which communicate with the DB via the API Gateway and serve data to a web frontend. So I want the DB protected via the private subnet. But I also want to be able to connect directly to the DB from my local laptop.

You have implemented excellent security by placing the Amazon RDS database into a private subnet. This means it is not accessible from the Internet, which blocks off the majority of potential security threats.
However, it also means that you cannot connect to it from the Internet.
The most common method to achieve your goals is to launch an Amazon EC2 instance in the public subnet and use it as a Bastion or Jump Box:
You SSH into the Bastion
The Bastion can then connect you to other resources within the VPC
Since you merely wish to connect to a database (as opposed to logging into another server), the best method is to use SSH with port forwarding.
In Windows, this can be done using your SSH client -- for example, if you are using PuTTY, you can configure Tunnelling. See: How to Configure an SSH Tunnel on PuTTY
For Mac/Linux, use this command:
ssh -i YOUR-KEYPAIR.pem -L 5555:RDS-ENDPOINT:5432 ec2-user#YOUR-BASTION-SERVER
You then point the SQL client on your laptop to: localhost:5555
The 5555 can be any number you wish. It is merely the "local port" on your own computer that will be used to forward traffic to the remote computer.
The RDS-ENDPOINT is the Endpoint of your RDS database as supplied in the RDS console. It will be similar to: db.cnrffgvaxtw8.us-west-2.rds.amazonaws.com
BASTION-SERVER is the IP address or DNS name of the Jump Box you will use to connect
Then, any traffic sent to localhost:5555 from your SQL client will be automatically sent over the SSH connection to the Bastion/Jump Box, which will then forward it to port 5432 on the RDS database. The traffic will be encrypted across the SSH connection, and establishment of the connection requires an SSH keypair.

we have two ways to connect
With server: By using ec2 in the public subnet and using it as a bastion host. we can connect to pg admin by ssh tunneling
Serverless: By using client VPN endpoint. create a client VPN endpoint and associate the subnets and allow the internet to the private subnets. and then download the configuration file and install open VPN GUI and import the configuration file and add the keys and then connect the open VPN. Now try to connect to pgadmin, it will connect.

I'm running an application in EC2 which needs to connect to an external service running in a VPN (a connection to third party network). I have the IP address and auth details (pre-shared key) through which to connect, but don't know how exactly to setup the connection. Do I need to install a VPN Client or is there any other way through AWS Console?
If you can share the steps/tutorial to set it up, it would be really helpful.
I've configured Site-Site VPN and can see two tunnels under the VPN Connection (both are DOWN right now). I've shared the VPN config file with the third party and they have asked my source IP address to be used for both the tunnels. I'm assuming the source IP will be the public IP of NAT Gateway attached to my VPC (since the servers don't have public IP assigned to them).
You can use the Site to Site VPN(AWS hardware VPN) configuration from Amazon Virtual Private Cloud to your On-Premise Network which do not require a separate VPN Client. After the configuration, you can access the Server in the VPN from its IP range.
Following AWS User Guides will take you through to configure a VPN Connection. Basic configuration is straight forward and AWS will also provide automated scripts to setup configuration in your OnPremise network.

I need to trigger a Jenkins build that will access a Chef server installed on an EC2 instance which is behind a VPN.
Potentially the security group could be relaxed to allow the Jenkins server's IP, but I hope to avoid that.
Is there a way to connect Jenkins to a VPN while executing a build?
A Google search of this yielded this plugin on github but in its Jenkins page there's no real information nor is it downloadable.
One way to do this is to have a well-secured bastion server acting as an interface into the VPC and having access to tunnel (with SSH, VPN or something else) only the kind of requests you want to allow in.
You should create a NAT gateway in the account where Jenkins is installed. NAT Gateway will have Elastic IP and all the resources in this VPC (including Jenkins) will reach to Internet using this EIP. Then you configure your target security group to allow connections from this Elastic IP.
create OpenVPN ec2 instance from aws marketplace and create ec2 instance for ur jenkin and add the security group of ur openvpn instance to jenkin instance .. so that once u connect your openvpn then only u access ur jenkin instance...
