I have developed a website with Drupal 8 and I want to have hot spots on a specific image that opens a modal or lightbox. Are there any modals compatible with drupal 8 that can preform this task?
You could maybe use the module Image Annotator [Annotorious] but it's maybe not exactly what you need
Unfortunately I'm not sure any other module will do the job for Drupal 8, now, to achieve your goal.
I suggest you create your own module for Drupal 8.
You could also take a look of Responsive Image Maps which is a Drupal 7 module that uses the Javascript library jQuery RWD Image Maps.
It would be a great start for your own module.

if you are using ckeditor with the wysiwyg module it should be fairly easy to configure a new plugin so that users can use it in a wysiwyg

The first thing is understanding drupal content. So you will need to create your content. It may variate a lot depending on your strategy.
Then, understand the drupal views. Most of decoupled headless drupal sites uses views to provide the API.
This can be done using JSON API module.

We have some information listed here about the files installed by the ZURB Foundation framework.
Stencil's Foundation support is limited to version 5.5.3, so you may have difficulty trying to use a higher version, but I'd reference the link above for more info on achieving this.
Is Sitecore 8 has built-in support for MVC areas? Or do I still need to install sitecore plugins?

If you mean you would like to create a module for the Sitecore marketplace, as others have done, then the process is fairly simple.
Write your code (ASCX, ASPX, CS, JS, etc.)
Create your Sitecore items (Layouts, renderings/sublayouts, custom buttons, etc.)
Create your configuration files (if necessary) for the App_Config\Include folder.
Build your solution and test it in a Sitecore instance locally.
Package the published files and item together using the Sitecore packaging utility.
Contribute your module on the marketplace and upload the package for review.
What you are hoping to achieve here is that another person could grab your package, install it on their system, and be able to use it without needing to recompile your source code.
If you want to develop a module, come up with the idea and then build it.
You can then submit it to the Sitecore a Marketplace under the contribute section.

Typically you'll submit a package to this section and documentation on how to setup and use the module.
Sitecore will then test the module and inform you whether it is suitable for the marketplace. Your module will then be published on the marketplace ready for others to download.

Using Drupal to upload images
Since Drupal 7 image handling is part of Drupal core, and there are responsive themes designed for smart phones, you don't need additional contributed modules to upload images from within drupal as a content contributor and your phone as a web browser.
Here is a short step by step:
Choose Administration > Add content > [Content type].
The image field will be displayed in the list of fields once you've
added it to the content type (see above). Click 'Browse', then
select and upload the desired image.
Enter alternate text to improve accessibility and optimize it for
search engines.
Save the article.
Images can be added and removed from the node's Edit tab. If the
node is deleted, all associated images are deleted with it.
Using Android to upload images
I believe this option would start as an architecture design decision and a price point. For example, you could use the Drupal Services module to open up REST and XML-RPC options from the drupal platform to your Android application. Next, you could choose to develop a native app for android to upload images into drupal's database for use in various applications. Or, you might consider a jQuery Mobile browser app that might be much simpler and less costly to build.
