how to run web service on windows phone 8 emulator - web-services

I have created a web service and i called it in my Windows phone 8 application running on emulator but it throw exception. Refer the screen shots:

I am trying to deploy the war file on tomcat using jenkins on ubuntu machine.
Using:
jdk 1.8
tomcat 9
Can able to create .war file successfully inside webapps folder but while deploying, its failing. Also can able to see my .war context path in tomcat manager page but whaile accessing I'm getting 404.

This error occurs when you run an instance of PopSQL or Node.js and the MySQL server is not running on your local machine.
Try the below steps
Press Windows key and R on your keyboard. This opens the command prompt
Type in services.msc and click ok.
In the services pop up , check for MYSQL57. If its not in the running state, Click on run this service in the left column of the dialog box
Once the service is running connect to the POPSQL from the connections window
The error message you shared indicates your machine could not connect to the instance's IP address on port 3307 (which is used by the proxy). I tested this on my own machine, and it is listening there. This likely indicates a firewall on your machine or your local network that is preventing outbound connections on port 3307. Try and open this in the firewall, and see if you can connect.

Just figured out that the reason is that Android studio occupy port "5037" that blocks calabash-android's operation.
Just end of the process which take port 5037 works.

Rails 4 fails to load assets in dev

In production all works fine. I am using a Mac Book Pro as dev env.
In development I am getting these (several) errors:
Failed to load resource: the server responded with a status of 500 (Internal Server Error)
When trying to load from http://localhosts:8080/assets ...
Not sure why rails is not loading from public/assets?
What is wrong here?
And after restarting the server I am getting this error:
