Both function calls require a type conversion:
calling the void* function requires adding a const qualifer to this
calling the bool function requires converting to from void* to bool.
So, by the overload resolution rules, neither is a "better" match than the other, and the call is considered ambiguous.
Perhaps you can add const to the second function; perhaps you could remove it from the first (although I'd prefer not to); perhaps you can do an explicit type conversion of either this or to to force your preferred override.

Because void *get(long i, void* const to) is const.
This means that calling it from tstfn (which is non-const) would require qualification conversion for this from myClass* to const myClass*, so calling both functions would require a conversion for the arguments (this is treated in the same way as other arguments), so the call is ambiguous.

Simply because your testfn is a non-const function, which would call the non-const version of get. The non-const function get, takes bool not const void*. Had only one get function was there (possibly taking void* as the second argument, irrespective of its constness), then would be called without ambiguity.

The above code allows retrieving a pointer to a specific overload of a function (operator() in this case), see here. One must know the exact argument type (const int&) in this case to get the pointer, even though i can just call the specific overload with a plain int, or even double. Is it possible to get a pointer to the overload that would be called with the specific argument (assuming the call is resolvable / not ambiguous)?

I am writing a invocable_traits library for introspecting a callable. E.g., given a Callable, it will tell you the return type, arity and argument types, amongst some other properties. To support functors (including lambdas) with overloaded (or templated) operator(), the API of invocable_traits allows specifying call arguments to disambiguate which overload is to be used (or to instantiate the template). However, one must know the exact argument type (const int& in the example above), simply specifying int won't do in that case as there is no function with signature R operator()(int). Ideally, I'd like to allow discovering the signature of the exact overload/instantiation that gets called given the provided input argument types, ideally even taking into account any implicit conversions that are applied. Is this possible?
There is no way to get the function of an overload-set which would be called with the given arguments, unless you already know its signature.
And if you know, what's the point?
The problem is that for any given arguments, taking into account implicit conversions, references, cv-qualifiers, noexcept, old-style vararg, default arguments, and maybe also literal 0 being a null pointer constant, there are an infinite number of function-signatures which would match. And there is currently no facility for "just" listing all candidates.

literal `0` being a valid candidate for int and const string& overloads causes ambiguous call

I fixed a bug recently.
In the following code, one of the overloaded function was const and the other one was not. The issue will be fixed by making both functions const.
My question is why compiler only complained about it when the parameter was 0.

0 is special in C++. A null pointer has the value of 0 so C++ will allow the conversion of 0 to a pointer type. That means when you call
a.f(0);
You could be calling void f(int i = 0) const with an int with the value of 0, or you could call void f(const std::string&) with a char* initialized to null.
Normally the int version would be better since it is an exact match but in this case the int version is const, so it requires "converting" a to a const CppSyntaxA, where the std::string version does not require such a conversion but does require a conversion to char* and then to std::string. This is considered enough of a change in both cases to be considered an equal conversion and thus ambiguous. Making both functions const or non const will fix the issue and the int overload will be chosen since it is better.

Because 0 is not only an integer literal, but it is also a null pointer literal. 1 is not a null pointer literal, so there is no ambiguity.
The ambiguity arises from the implicit converting constructor of std::string that accepts a pointer to a character as an argument.
Now, the identity conversion from int to int would otherwise be preferred to the conversion from pointer to string, but there is another argument that involves a conversion: The implicit object argument. In one case, the conversion is from CppSyntaxA& to CppSyntaxA& while in other case it is CppSyntaxA& to const CppSyntaxA&.
So, one overload is preferred because of one argument, and the other overload is preferred because of another argument and thus there is no unambiguously preferred overload.
The issue will be fixed by making both functions const.
If both overloads are const qualified, then the implicit object argument conversion sequence is identical, and thus one of the overloads is unambiguously preferred.

Invalid conversion from const &parameter to &parameter seems to be nonsense?

I am just curious. I am passing pointer to function with signature
void printCommandReceived(const CommandDescriptor &descriptor)
as third parameter to constructor with signature
CommandLogFilter::CommandLogFilter(QSharedPointer<LogServer> logServer, QObject *parent,
void (*preprocessValidCommand)(CommandDescriptor &descriptor))
and getting error from g++ compiler:
error: invalid conversion from ‘void (*)(const CommandDescriptor&)’ to ‘void (*)(CommandDescriptor&)’ [-fpermissive]
In my understanding the reference to non-const object should be usable as argument to reference to const object parameter. So parameter with type pointer to function accepting non-const object reference should be more than satisfied with (and do implicit conversion from) argument of type pointer to function, which accepts even const object reference.
Where am I wrong?
void (*)(const CommandDescriptor&) and void (*)(CommandDescriptor&) are two completely different, unrelated types.
There are very simple rules regarding const: X* can be converted to X const*, X** can be converted to X const * const * and so on. Same thing with references. Nothing else is allowed.
Note that the rules do not allow to arbitrarily add or remove const at any position in the type, for example, X** cannot be converted to X const **. This is true also for the position of function arguments: you just cannot add or remove const there to get a compatible type.
Could these rules be extended so that they accommodate cases like yours and remain consistent? Probably so. But they are not.
C++ has a limited set of situations where const can be added or removed implicitly. You ran into one where it cannot be done. The reason why not is probably as simple as "describing those cases which are safe would be hard, and standards writers are lazy and conservative".
As a work around, you can do this:

as stateless lambdas can implicitly convert-to a pointer to a function matching their signature.
I don't like having to make the signature explicit there, but there is no way to do something similar with template "auto" lambdas and have the signature deduced unfortunately.

Overloading with “const” at end of function declaration

I have 3 attempts to overload function "begin()"

For the two cases that build successfully, how does the compiler choose which overload is called for begin()?
Member functions have an implicit argument which is the instance of the class itself. So you can think your functions as really looking like:

With the 2nd and 3rd cases, the const-qualification on the function is equivalent to that implicit argument being a reference-to-const. So when you have something like:
Test{}.begin();
That calls begin() using a reference to non-const Test as the implicit first argument. Both overloads of begin() are viable, both require no conversions, so the least cv-qualified reference is preferred, which is the non-const-qualified function.
Instead, when you have:
(const Test{}).begin();
we're calling begin() with a reference to const Test. So the non-const-qualified function is not a viable candidate (you cannot pass a const-ref to a function expecting a non-const-ref), so the best viable candidate is the only viable candidate: int begin() const.
Case 1 is ambiguous cause return type doesn't participate in overload resolution,
case 2 is equivalent to case 3 because const is discarded in return type
In case 3:

t2.begin() // calls int begin();

A non-static member function can be declared with a const, volatile,
or const volatile qualifier (this qualifier appears after the name of
the function in function declaration). Differently cv-qualified
functions have different types and so may overload each other. In the
body of a cv-qualified function, the this pointer is cv-qualified,
e.g. in a const member function, only other const member functions may
be called normally. (A non-const member function may still be called
if const_cast is applied or through an access path that does not
involve this.)
A few rules to remember:
You can't overload methods based just on the return type. This leads to the error in your Case 1.
When returning by value, the const qualifier is redundant. In your case 2, compiler is warning you about this.
Every non-static method of the class has an implicit argument. On method invocation, this is assigned to the instance on which the method is invoked. The const keyword at end of method declaration(before the method body) applies to this implicit argument. What you are essentially saying is that the body of the function will not modify the state(data members) of the instance. If you call the method on a const instance, then you need to define the const method. Also, you can overload the method solely based upon the fact whether it is const or not.

Function Matching for parameters of type const T& and T

I have a question regarding the c++ function matching for parameters of types T and const T&.
Let's say I have the following two functions:
void f(int i) {}
void f(const int &ri) {}
If I call f with an argument of type const int then this call is of course ambiguous. But why is a call of f with an argument of type int also ambiguous? Wouldn't be the first version of f be an exact match and the second one a worse match, because the int argument must be converted to a const int?

f(ci); // of course ambiguous
f(i); // why also ambiguous?
I know that such kind of overloading doesn't make much sense, because calls of f are almost always ambiguous unless the parameter type T doesn't have an accessible copy constructor. But I'm just studying the rules of function matching.

Then the following call is not ambiguous:

f(&i); // not ambiguous, first version f(int*) chosen
Although both versions of f could be called with &i the first version is chosen, because the second version of f would include a conversion to const. That is, the first version is a "better match". But in the two functions:
void f(int i) {} and
void f(const int &ri) {}
This additional conversion to const seems to be ignored for some reason. Again both versions of f could be called with an int. But again, the second version of f would require a conversion to const which would make it a worse match than the first version f(int).

One call involves an "lvalue-to-rvalue conversion", the other requires an identity conversion (for references) or a "qualification adjustment" (for pointers), and according to the Standard these are treated equally when it comes to overload resolution.
So, neither is better on the basis of differing conversions.
There is, however, a special rule in the Standard, section 13.3.3.2, that applies only if both candidates being compared take the parameter by reference.
Standard conversion sequence S1 is a better conversion sequence than standard conversion sequence S2 if ... S1 and S2 are reference bindings (8.5.3), and the types to which the references refer are the same type except for top-level cv-qualifiers, and the type to which the reference initialized by S2 refers is more cv-qualified than the type to which the reference initialized by S1 refers.
There's an identical rule for pointers.
Therefore the compiler will prefer
f(int*);
f(int&);
over
f(const int*);
f(const int&);
respectively, but there's no preference for f(int) vs f(const int) vs f(const int&), because lvalue-to-rvalue transformation and qualification adjustment are both considered "Exact Match".
Also relevant, from section 13.3.3.1.4:
When a parameter of reference type binds directly to an argument expression, the implicit conversion sequence is the identity conversion, unless the argument expression has a type that is a derived class of the parameter type, in which case the implicit conversion sequence is a derived-to-base Conversion.
The second call f(i) is also ambiguous because void f(const int &ri) indicates that ri is a reference to i and is a constant. Meaning it says that it will not modify the original i which is passed to that function.
The choice whether to modify the passed argument or not is in the hands of the implementer of the function not the client programmer who mearly uses that function.
The reason the second call f(i) is ambiguous is because to the compiler, both functions would be acceptable. const-ness can't be used to overload functions because different const versions of functions can be used in a single cause. So in your example:

fi(i);
How would the compiler know which function you intended in invoking? The const qualifier is only relevant to the function definition.
