Are there any good XSLT libraries for C++ which support the 2.0 standard?
I've found several libraries but all of them had no implementation for XSLT 2.0.
On Windows there is AltovaXML which according to http://manual.altova.com/AltovaXML/altovaxmlcommunity/ can be used with "Programming languages such as C++ or any other that supports the COM interface.".

I am just curious to know, windows api is written in C or in C++?

Can anyone recommend a handwritten digit/number recognition library which I could use in c++/OpenGL. I need to recognise the digits/numbers in my OpenGL project written by a user.
Try Tesseract, you should be fine if you're only working with digits.

Is there are free refactoring tool for VC++?
I don't know of any free tools for VC++, but the Eclipse CDT includes refactoring support.

Anyone have any links or resource regarding writing a proper C++ FastCGI application? (on top of Apache using mod_fastcgi or mod_fcgid).
I suggest you fastcgi++, which is an alternative to the FDK.
It is much more easy to use and is in a C++ way.
The obvious one would be the FastCGI Development Kit (for C/C++).
