I am new to cocos2d game development. I want to know how to get started. Is any special installation needed for it?

To get started there is nothing wrong with the Cocos2D Project templates (there is a shell script in the official download that you can use to install them). But once you want to upgrade your Cocos2D version in such a project you will notice that it's getting quite complicated. Kobold2D should make this much simpler, I think it has an updater tool.
I also can recommend the book by Steffen Itterheim which is also featured on the Kobold2D website. I don't know if the second edition is out yet, if it isn't I suggest you wait for that.

I'm trying to get into game development as a tools programmer and to get some hands on experience I was told I should try to create a custom data export plugin for Maya/Max to Unreal. I'm not sure how to go about starting this project and google searches haven't been helpful or productive.
I have experience in C++ and I'm going through tutorials for Unreal Engine now. I haven't downloaded Maya because I'm not a student anymore so I can't get the free version and I want to make the most out of the free 30-day trial when I do download it.
Does anyone have any suggestions on where to start with this? Thank you!
The maya devKit contains a lot of examples from command plugins up to Viewport renderers. And as much as I know there is an exporter as well. So you could download it and have a look at the example projects there.
If I'm not completele mistaken, you can use Maya in batch mode withou a license, at least it was the case for a long time. So you could use it for 30 days and after that period, you can try to start it in batch mode and execute your stuff even if it is a bit tricky because you do not have visual feedback.
And to be honest if you search for a "maya api exporter" you should get some decent results. e.g. the very first result here is "Maya API - Writing a plugin exporter".
I cannot find any suitable link or reply about playheaven.There is only sample project in github which did not help.
If there is some nice tutorial or video link explaining in steps how to do it.Please provide the link or help me integrate them
I'm Zachary Drake, Director of Sales Engineering at PlayHaven. Officially, PlayHaven doesn't currently support Cocos2D, so we don't have instructions on how to integrate PlayHaven into a Cocos2D game. PlayHaven may very well work with Cocos2d by simply following the iOS instructions, but we don't do QA and other testing on Cocos2d the way we do for officially supported platforms (iOS, Android, Unity iOS, Unity Andoid, Adobe AIR).
This person on the Cocos2d Forums seems to have successfully integrated PlayHaven (after ranting about it), but I have not actually performed the integration steps described and cannot vouch for them:

The iOS integration documentation is not as good as we'd like it to be, and we are in the process of revising it now. If you email support#playhaven.com with specific iOS integration problems, we can assist you. But if a Cocos2D compatibility issue breaks the integration, unfortunately there won't be anything we can do to get around that.

Is there any guidance on how to write modular Ember.js apps? I have seen Tom Dale's position on AMD here so I am not going to force fit AMD on to the framework (as some have attempted here). It appears that Ember internally uses bpm/spade. Is that a reasonable approach to modularize Ember apps too? Any samples using this approach?
P.S. The getbpm.org site seems to be down which makes it difficult to learn about it. There is a github page but it refers to the site for install instructions.
BPM in it's current form is no longer supported by the core team, but is community supported. The only build tools they are officially providing support for is rake-pipeline. However, BPM does still work and it works well (I still use it with my projects). For info on how to use it see this: https://github.com/ud3323/bpm/wiki/Using-BPM-with-Ember. You may want to use my fork of bpm too. I've merged in Joe West's support for a proxy middleware.
There is also community build tools for node.js called ember-runner which looks promising as well.
As for using rake-pipeline. Look at the AssetFile on the emberjs projects to see how must be configured using rake-pipeline and rake-pipeline-web-filters. Also, take a look at the answers to this question on StackOverflow (especially Yehuda's). You may also find this gist helpful as well.
Try Ember App Kit - maybe it would help you.
I have played a bit with Rails, so for me, creating a rails 3.2 app was the easiest way to achieve this. So if you don't mind using rails as a back-end, I this might suit you.

First, if you're new in python read dive into python, you must use python 2.5 or 2.6 not 3 (for django at least)

The first thing you should do is get yourself a project, it can be anything. The classic django-learning project is a blog.
Python is fairly easy to learn once you have some programming experience. I recommend that you go through the official tutorial. This google class also looks pretty good. You don't need to know the standard library all that much -- just enough python to find your way around whenever you need something. I'd say you can pick up python in a few afternoons of work.
After that, go through the django tutotial to get an idea of how to get started. Then start with your project using the docs which are quite good. They also contain an overview and installation section which may be handy. After you've gotten your feet wet, read the django book and then go fix all the things that could be better about your project.
Just like with any kind of programming, the key is to be constantly practicing and improving your code.
I just wondering why wt (the WebToolkit for c++) is not integrated with ExtJs 3.x whereas it is still using extJs 2.x.
and how is it possible to integrated it with the updated version of extjs I want to use some updated widget out of extjs 3.0 with the help of wt but unfortunately there is no chance :(

My understanding is that they're not so happy about Ext JS style widgets anymore, and prefer to use their own widgets.
I think it's the answer to most open source support questions. It's like nobody that's working on the project is interested in upgrading all the code to the latest version; if you really want it, do it yourself, or pay someone :)
