Is there a reliable web-service that provides an API to turn an IP address into a location, i.e. city, region, country. Willing to pay, but need something solid and reliable.

My service, http://ipinfo.io includes location information, hostname, network owner and some other details:

Depending on how much information you want returned back to you and the amount of traffic you're getting. You can use the free services provided by Maxmind GeoIPCityLite, FreeGeoIP is pretty good and ipinfodb..
I'm starting my own GeoIP Service called http://www.snoopi.io if you want to give it a try.

About ipinfo.io, it's not complete free! Check it:
"You are limited to 1,000 API requests per day. If you need to make more requests, or need SSL support, see our paid plans."

I can personally (due to my company) suggest Netacuity - it's really reliable (and I would like to underline really), but I don't know if they offer an API (or you need to download/update manually).
Alternatively, you could have a look at Maxmind, the "tool" behind FreeGeoIp.net (that is using Maxmind's GeoLite2), just more precise, with more data, and costing 0.01$ per request or so - the good thing is that you can cache the results.

http://www.ipinfodb.com has free geolocation API. It has rate limit at 2 queries per second.

I was wondering how do I contact Google to negotiate a deal. I wanted to burst coin mine on GCP. As said in the ToS it says that Free Trail doesn't allow to do that. So I upgraded but found that paid accounts can only mine if they have written permission from Google. Which is why I am here now. I was wondering if there was an email or someone at Google I can talk to about allowing me to burst the coin. Burst coin is a cryptocurrency that uses storage to mine instead of all those fancy machines. I only plan to use storage and not do dual miner(some miners do that). If needed I can run another and connect hard disks over the internet. I just didn't want to start doing something without asking for permission.
Edit: I have bad grammar. I basically said I need permission to use their cloud storage and/or their compute engine to mine burst coins. If I can't use their compute engine but their cloud storage I am willing to host hardware myself I just need storage to be a host since I don't have Terabytes of storage on hand.
You can contact GCP through their contact page over here. I would say that you should contact the compliance team, nevertheless, there is no guarantee that they will be willing to let you use the infrastructure for cryptocurrency mining.
Additionally, do not try to do this before their response as it is a violation of the terms of service, and may lead to a suspension on the service:
4.2 Other Suspension. Notwithstanding Section 4.1 (AUP Violations) Google may immediately Suspend all or part of Customer's use of the Services if: (a) Google believes Customer's or any Customer End User's use of the Services could adversely impact the Services, other customers' or their end users' use of the Services, or the Google network or servers used to provide the Services, which may include use of the Services for cryptocurrency mining without Google's prior written approval;

As someone who has a laptop with insufficient processing power, I am having a hard time trying to train my neural network models. So, I thought of Amazon Web Services as a solution. But I have a few questions. First of all, as far as I know, Amazon SageMaker supports TensorFlow. I could not understand if the service is free or not though. I have heard some people say that it is free for a specific time, others say that it is free unless you surpass a limit. I would be more than happy if someone could clarify or put forward other alternatives that would help me out.

Google cloud has similar options and they give $300 credit to developers.
Since google is the creator of tensorflow, I am guessing their cloud would be the one most up to date the latest. Try it out.

You should look into EC2 Spot Instances.
There is a market for AWS computing resources with prices rising and falling with supply and demand. You can set a max price as long as you are flexible on the availability. When the prices fall (usually at night), you can take advantage of (big data) computing resources at 90% off.

Is there a API for Google Keep? I want to make a windows 8 app for Google Keep, so that it synchronizes with your phone.
I looked into the Drive SDK because Google Keep is a extension of Google Drive, but I couldn't find it.
UPDATE: yes, Google released a public REST API for Keep. Here's the public documentation.
No there's not and developers still don't know why google doesn't pay attention to this request!
As you can see in this link it's one of the most popular issues with many stars in google code but still no response from google! You can also add stars to this issue, maybe google hears that!
I have been waiting to see if Google would open a Keep API. When I discovered Google Tasks, and saw that it had an Android app, web app, and API, I converted over to Tasks. This may not directly answer your question, but it is my solution to the Keep API problem.
Tasks doesn't have a reminder alarm exactly like Keep. I can live without that if I also connect with the Calendar API.

Has espncricinfo.com exposed an API? I'm interested in live scores, news, and maybe photos.
Up until now I have only known of the rss feed..
I do not believe an API exists - unfortunately.
What a number of users have done - and what is suggested by cricinfo themselves - is use Yahoo Pipes to merge a number of different feeds. You can then get the resultant pipe in JSON and other formats.
It's probably best demonstrated by example by looking at a 'Latest cricket scores' pipe here: http://pipes.yahoo.com/pipes/pipe.info?_id=tMcVGcqn3BGvsT__2R2EvQ
Of course, it would be nice to be able to search the statistics and a REST service which returns the bare data for a statsguru search, but the only suggestion I have at present is to build statsguru queries manually with wrappertype=print appended and then use xpath to filter out the data you require.

Is there a file sharing service akin to Dropbox or SugarSync that would offer an API? I would like to add a file sharing service to a website, but the full Dropbox interface is still too complicated for my users, so that I’d like an API to build a dead-simple list of files integrated to the website. There is a Dropbox API project on Google Code, but it seems to be dead.
Update: I need a service with a desktop client at least for Windows, so that the more technical website users could easily upload and organize the stored data. Extra points if the service has a free plan.
A quick search on ProgrammableWeb brings up about 50 API results.
Out of the lot, I could only say that I have had experience with the Box.net website. I've had no trouble in the past, and they have rather acceptable limits for the free account (25 MB per file; 1 GB of storage).
I'm sure that with a little poking around you'll find something that fits your needs, but I wouldn't expect to find something that offers you a business-scale solution for free, you might have to be prepared to make an investment, and in that case some of Amazon's Web Services might be better suited to your needs.
Edit: Since I answered this question 6 years ago, the landscape for storage solutions with APIs has changed somewhat. There are now free or affordable services with mature developer APIs offered by Dropbox, Google Drive, Amazon S3, Rackspace CloudFiles, Microsoft Azure and for mobile, iCloud.
