All Joomla 2.5 extensions must comply with the multi-language standards.
Everything can be multi-language: menu items, content items, content modules, with other words, everything except the home menu item that is unique and cannot be translated into several languages.
Here is a video tutorial I've made some years ago, watch and learn :

Does apex gets arabic support using load_ar.sql?

This is expected behaviour. We translate the Oracle APEX App Builder to 9 standard languages: French, German, Italian, Japanese, Korean, Portuguese (Brazil), Simplified Chinese, Spanish, and Traditional Chinese. When you install all languages in your instance, you should only expect to see these 9 language options available for selection on your instance login page.
With APEX 21.2, we introduced support for the translation of our Runtime Messages to 31 languages, including Arabic. Please refer to the following sections of our documentation:
4.1.9 Translation of Runtime Messages into 31 Languages in the APEX 21.2 Release Notes.
6.9.1 About Installing Translated Versions of Oracle APEX in the APEX 21.2 Installation Guide.

I believe you are referring to the length of time it takes to install, say German, versus Arabic? The reason the latter is quicker is because it is just installing Runtime Messages. When you install one of our Standard 9 languages, that is installing all of the internal apps in that language, e.g. App Builder, SQL Workshop, etc, in that language - and therefore takes longer to complete that installation.
So once you have run the install script to install Arabic on your APEX instance, those translations will be available to use in your own APEX apps. For example, create an app with an Interactive Report. Edit the application, and navigate to Edit Application Definition > Globalization, and change the Application Default Language to 'Arabic (ar)'. Save that change and run your app. You should see the Interactive Report Actions menu items all displayed in Arabic. Please note that string created by the Create Wizards, such as button labels or success messages, will be in the language of the App Builder and should not be expected to be translated in to Arabic. We hope to address that gap in a future release of APEX.
I am a beginner in django cms and I have recuperated a project in this language and I find a bug without an answer.
The site is multilingual (French, English) and same for the blog. When an article is created in French I find myself having the article in French version in the list of articles on the English version of the site (in the list of English articles there are the French articles).
I hope I've been clear, do you have any idea what the problem is?
I create a quiz with template Trivia. I created the English and French version. But if I add Italian I do not see in the Action section the possibility of choosing Italian. How you do it?
thanks

Not all languages are supported for all templates. Italian is a relatively recent update, so they may not have finished the internationalization support for this yet.
I am trying to change the display name of a language version dropdown so that it makes content authors life easy.
Here I have two language versions English and English (United Kingdom).
Is there a way I can change the display name of that from English - to let's say
English(Rest of the World).
I don't want to create a custom language or culture. Existing language and its culture are fine. Just want to change the display name to make it easy for content authors to understand.
Sitecore Version 8
It use the build in .NET CultureInfo. Previous there was a Custom Language Registration tool on the Marketplace. To make a Custom language. but sound not a good idea for your issue. Sitecore Marketplace
So create your own custom Language selector, Take a look at this Article:
http://www.bugdebugzone.com/2015/08/display-flag-icon-in-language-dropdown.html
It tell you about the sitecore\shell\Override\Applications\Content Manager\Galleries\Languages\Gallery Languages.xml Customize this and place your version in the \sitecore\shell\Override\Applications\Content Manager\Galleries\Languages\ For your change you can decompile the code (with JetBrains dotPeek) and create your custom version of it.
I'm helping build a multilingual website in English, Chinese and French (after in Spanish, Korean and Arabic). I've collected a database of over 2000+ entries. It is essentially a huge product catalog (specifically travel packages) where more or less the info is the same (prices, sizes, numbers, etc.) but the labels change (of course excluding certain intro texts that must be written manually). I want to avoid having to translate piece by piece manually.
There needs to be a way for users to save the things they are interested in and rate their favorites. Also, I need an e-commerce shopping cart. Search functionality is a must since people tend to start general (one or two categories or wants) and work towards specifics. Another need is to localization and internationalization. The other need is a specific workflow system so as content is updated and new additions are made, editors can be notified and translators can translate what needs to be done. Work flow is key since the project will involve dozens of non-technical people from around the world.
I originally tried to a work-around solution in Drupal but it seemed ill-equipped and clunky. I tried a self-built PHP CMS but the project seems to big for purely manual. I'm considering Plone and Django, but I don't have any experience working in Python, only PHP. I'm open to trying a new CMS if it meets my needs of internationalization, translation work flow, search functionality and on-going user experience.
Any suggestions on the best CMS for all this?
Plone would be a good solution for the CMS, workflow, search and multilingual.
Ecommerce is not Plone's strength though. I would recommend integrating Plone with something like Satchmo than doing the ecommerce in Plone itself. (This has been done with success in other deployements)
If you are looking at a Django solution to these problems you might consider Satchmo or Lightning Fast Shop for the e-commerce part and Pootle for the translation process...
